Client Incidents - Add options to filter Client Incident Search by status

Add ability to filter client incidents by Open, Approved and Closed status or combination thereof from the Search page.  This would be a very useful tool to enable staff and administration to focus on incomplete incidents right from the search page instead of scrolling what can be a very long list or running a report and then looking up clients individually.

    This change would be to the ClientIncidentHistory.aspx and ClientIncidentSearch.aspx page. This would take care of director's home page, supervisor home page and the client incident history menu item.
