Foster Home/Parent - Parent Requirements for Training have the functionality to credit training hours

We track some of our trainings as foster parent requirements as there is not currently a way (other than user edit) to track when a training comes due next. We thought it would be beneficial if on these requirements we could add a portion that would allow us to credit the parents training hours for the training from the requirements so they didn't have to double enter.
